February 17, 2023 – Hiring Freeze to Take Effect February 17, 2023
Dear Campus Community,
In order to be proactive in regard to the current enrollment and associated budget challenges Chico State is facing, I am imposing a hiring freeze effective February 17, 2023. Be assured the University remains focused on its strategic priorities and enduring commitments, as well as minimizing impact on current employees.
Chico State has experienced a significant decline in enrollment since our peak in the 2017–18 academic year. Our fall 2022 headcount and FTES have declined more than 22%, from 17,789 and 16,647, respectively, in fall 2017 to 13,840 and 12,869 in fall 2022. Our spring 2023 enrollment headcount and FTES are 13,028 and 12,012, respectively. Due to this enrollment drop and the increased cost of operations, the campus is facing a multimillion-dollar deficit.
Effective February 17, 2023, and until further notice, I am imposing a hiring freeze on all (MPP, faculty, and staff) stateside Chico State recruitments. Exceptions may be made, but they will be limited and require presidential approval. Vice presidents have been asked to work closely with division leadership to assess workload needs as a result of recent turnover, and to find ways to support vital campus operations experiencing vacancies without adding an undue burden to individual units or employees.
Human Resources will work closely with departments on any exceptions approved by the President as well as internal coverage of vacant positions. Please note the hiring freeze applies only to stateside positions. Chico State Enterprises, Associated Students, and University Foundation are separate organizations and are not included in these changes.
Chico State will continue to make strategic investments to improve enrollment and fundraising and to return the University to financial solidity. My goal is to provide the excellent collegiate experience that Chico State has long been known for and maintain our dedication to student success, while also being fiscally responsible.
