1. Eligibility is determined by the U.S. Department of Veterans Affairs2. The VA will issue a certificate of eligibility
3. Attach a COE to the initial benefit certification
4. Establish eligibility by applying online at VA.gov
5. The Veteran must be permanently service-connected disabled
6. The Veteran must have a service-connected disability rating of 100%
7. There is no prohibition against the child of a Veteran receiving DEA benefits concurrently with Cal Vet | Plan B
