Notice of Intent to Hire, Reorganize, Promote or Reassign - Evanne O’Donnell

We would like to take this opportunity to clarify the Notice of Intent. In earlier consultation with the Executive Committee of the Academic Senate and recent discussions with EMEDC, this is a special process created for this particular Notice of Intent.

The Division of Academic Affairs is recommending the appointment of Evanne O’Donnell as the Associate Vice Provost for the Office of Academic Personnel at Chico State. O’Donnell has been working on our campus since 2013; first as Director of Faculty Labor Relations (2013-17) and then as Interim Associate Vice Provost for Academic Personnel (2017-present). Prior to coming to Chico State, O’Donnell worked for Legal Services of Northern California—Butte Regional Office as a managing attorney (2001-12), and a Staff Attorney (1990-01) and as an attorney/mediator (1994-01).

O’Donnell is a member of: the campus’ Labor Management group; the Provost’s Academic Council; the Title IX Committee; Faculty and Student Policies Committee; the CSU Associate Vice Provost and Labor Affinity Groups; the Academic Affairs Diversity Council; the; University Diversity Council, the Diverse Faculty Recruitment and Retention sub-committee, and more.

She holds a juris doctorate from the New College of California School Law: San Francisco (1987), and a BA in political science from Ithaca College (1978).  

In consideration of the critical importance of this role and the proven leadership skills of O’Donnell, the intent is to transition her to the Associate Vice Provost for Academic Personnel position at Chico State. Before moving forward with a direct appointment of this individual, we are seeking input from the campus community.  All feedback should be submitted to on or before June 6, 2019 (extended deadline). All input will be given serious consideration prior to deciding whether to move forward with this appointment. The feedback will be monitored by Sheryl Woodward, Associate Vice President of Human Resources, who will register all responses in a confidential manner.  The AVPHR will provide the Provost with a report of all feedback redacted to maintain anonymity, as allowed within the context of the law and best practices in personnel matters.

While all relevant feedback is welcome, feedback specific to the following is encouraged:

  1. Your experience and/or observation of this candidate’s ability to build and maintain effective and collaborative relationships with campus stakeholders;
  2. Your assessment of the candidate’s contributions in the interim role, providing specific examples when possible; and,
  3. Your assessment of the candidate’s ability to develop and implement departmental strategic improvements.
