The QLT Rubric

Since 2014, CSU, Chico has used the CSU Chancellor's Office instrument called Quality Learning and Teaching (QLT, pronounced "colt") to evaluate the quality of online and hybrid courses. The QLT instrument can be applied to any course with online elements, from fully online to hybrid or blended.  Although the rubric is used as an evaluation tool it is best used as a developmental process for online course design. Originally, the QLT rubric was constructed to promote course assessment based on CSU-wide expectations, to guide course redesign using instructional design principles, and to recognize instructors who have developed expertise in online instruction.

Rubric for Online Instruction (ROI)- Historical

The Rubric for Online Instruction (ROI) was a tool used to create or evaluate the design of a fully online or blended course, and was developed here at Chico State. The rubric was designed to answer the question, "What does high-quality online instruction look like?" It was developed by a thoughtful committee of our own Chico faculty, administrators, staff and students. Chico's Rubric for Online Instruction is one of the instruments evaluated by the CSU. They also looked at Quality Matters(opens in new window) and a couple of others.

The QLT instrument is very comprehensive and appropriate for use in today's many fully online courses and hybrid courses. QLT:

  • Contains 9 sections with 54 objectives
  • Provides guidance and feedback to instructors
  • Recommends steps for mobile Platform Readiness
  • Solicites student feedback

The QLT instrument can be applied to any course with online elements, from fully online to hybrid. It represents a systematic and developmental process for online course design rather than a guide to make curriculum or technology choices. It was constructed to promote course assessment based on CSU-wide expectations, to guide course redesign using instructional design principles, and to recognize instructors who have developed expertise in online instruction.
