THE CAMPUS CLIMATE COMMITTEE

Preamble

Upon the recommendation of the Academic Senate, the Campus Climate Committee is constituted.

Charge

The Campus Climate Committee will serve as an advisory committee that reports annually to the Academic Senate. One purpose of the Committee is to aid in the implementation of EO 927. EO 927 “broadens the scope of what was once the CSU's sexual harassment policy to one that prohibits unlawful harassment based on any statutory category protected by the Fair Employment and Housing Act.” EO 927 “reemphasizes the importance of training the CSU community on anti-harassment and anti-retaliation policies and procedures in order to prevent and correct harassment.” The University Campus Climate Committee’s charge will focus on preventing and correcting unlawful harassment and/or retaliatory acts involving employees, applicants, and independent contractors based on the statutory categories identified by the Fair Employment and Housing Act (i.e., race, color, religion, national origin, ancestry, gender, sexual orientation, marital status, pregnancy, age, physical disability, mental disability, medical condition, and covered veteran status) through education and other outreach efforts. The Committee will also focus on preventing and correcting unlawful harassment and/or retaliatory acts involving administrators, faculty, staff, students, and other members of the campus community (such as guests, vendors, volunteers) who may be covered by the campus Policy on Sexual Harassment (EM 99-020) or other State or Federal laws and regulations. Additionally, the Committee will focus on education and outreach efforts on anti-retaliation policies and procedures. The Committee will not be directly involved in receiving harassment and/or retaliation complaints, investigating such complaints, or developing resolutions.

Responsibilities of the Committee include but are not limited to

  • Recommending revisions to anti-harassment and anti-retaliation policies and procedures
  • Increasing awareness of the University’s anti-harassment and anti-retaliation policies and procedures through on-going education and outreach efforts (e.g., training programs, workshops, speakers, conferences, publications)
  • Partnering with other campus and community organizations to identify potential problems and proactively address all forms of harassment and retaliation
  • Providing a forum to discuss general campus harassment and retaliation issues and concerns (excluding personal complaints)
  • Assessing the campus climate and the efficacy of anti-harassment and anti-retaliation policies and procedures
  • Addressing other issues related to management/employee/student relations. (e.g., hostile work environment)

Type

The University Campus Climate Committee is a permanent committee as authorized by Article VI, Section 2 of the Academic Senate Constitution.

Reporting Relationship

The University Campus Climate Committee reports to the Faculty and Student Policies Committee of the Academic Senate. The Committee will provide a report in the spring semester.

Basic Structure

Membership

  • Permanent
    • Director of Employment Practices or designee
  • One-year term
    • One student representative appointed by the Associated Students
  • Two-year staggered terms:
    • One representative appointed by the Director of Psychological Counseling
    • One representative appointed by the Director of Student Judicial Affairs
    • One representative appointed by the Director of the Faculty and Staff Assistance Program
    • One representative appointed by the Director of University Housing and Food Service
    • One representative appointed by the Director of Disability Support Services
    • Chair of the University Equal Opportunity committee or designee
    • One faculty, who is a FASP member appointed by Senate Executive Committee
    • One staff, who is a FASP member appointed by the Senate Executive Committee
  • At its first meeting, the committee will determine how the staggered terms will be allocated

Officers

The Chair, Vice Chair, and Secretary will be elected by the Committee.

First Meeting

The faculty FASP member will call the first meeting in September.
