Common Human Resources System (CHRS)

Welcome to CHRS

The Common Human Resources System (CHRS) project is a California State University project with the goal of transforming the Human Resources business processes and practices and consolidating individual campus database instances into a single, centrally managed system. In addition to providing standard business process and standardized data across the CSU, the project includes expanded services for Academic Personnel and an HR Data Warehouse.

Over the last several years campus has been working on preparing for CHRS through meetings with project experts who are guiding campuses on upcoming system changes and data clean up through Position Papers. Module documentation that is guiding the design also provides information to understand what will be different in CHRS compared to our current PeopleSoft system.

How will this impact me?

The CHRS system manages data such as budgeted positions, employment, job, and personal data. Enhancing the system will change aspects of self-service, time and absence management, recruitment, benefits, temporary academic employment, and more. The following will impact all employees:

  • CHRS will bring a new look and feel to all PeopleSoft HR (PS-HR) pages. These changes will be similar to current CS and CFS environments, including fluid pages, tiles, new navigation, and responsive design.
  • Maintain your own personal data – No more forms! All employees will have 24/7 access to their information through a simple, intuitive system to update their home and mailing address, emergency contact, phone numbers, disability status, ethnicity information, preferred name, gender information, and Paycheck Designee in Employee Self Service. Employee Self-service pages will have a different look and feel.  

As the project progresses more details will be provided regarding change impacts by employee type (i.e. Faculty, Deans & Chairs, Managers, Employees, and HR Staff).

  • Faculty

    Absence 

    • Self-service and manager self-service pages have a vastly different look and feel.
    • No Leave Taken will be entered and approved on its own pages. 
    • Requesting and forecasting Vacation, Sick Leave, Personal Holidays and other absence types to have a better idea of what their balance will look like in the future.
    • Viewing your current and future Vacation, Sick Leave, Personal Holiday, and other absence types.  
    • The absence process will run twice daily, and the monthly calendar will be closed on the 5th working day of the month, which means updated balances will be posted sooner.

    Benefits 

    • Full eBenefits (including Employee Self Service) pages will have a different look and feel. Employees will be able to complete the bulk of their benefit transactions, including printing the dependent verification forms (APCR, DPCR, Dependent Re-verification Affidavit), online through Self-Service. 

    Personal Data Changes 

    • Enhanced self-service access to change/view personal data such as preferred name, address, and emergency contacts will be made available in CHRS. 

    Temporary Academic Employment

    • Simplified view of temporary appointment information through Self-Service.
  • Staff

    Absence 

    • Self-service and manager self-service pages have a vastly different look and feel.
    • No Leave Taken will be entered and approved on its own pages. 
    • Requesting and forecasting Vacation, Sick Leave, Personal Holidays and other absence types to have a better idea of what their balance will look like in the future.
    • Viewing your current and future Vacation, Sick Leave, Personal Holiday, and other absence types.

    Benefits

    Temporary Academic Employment 

    • The new Temporary Academic Employment module is expected to help streamline the appointment/reappointment of temporary academic employees such as lecturers, TAs, GAs, and ISAs.
    • Built-in workflow and approvals will help the flow of data from one unit to another and should reduce keying and time to finalize appointments/reappointments. 

    Time and Labor 

    • Self-service and manager self-service pages have a vastly different look and feel but the processes are similar to current.
    • Hourly and overtime reporting, both the earn and the take, are capable of entry via employee self-service. 
  • Student Employees

    Personal Data Changes 

    • Student employees may have to change their personal information (e.g. preferred name, address, emergency contacts) in both PeopleSoft CS and CHRS as the two systems are not entirely synced.

    Time and Labor 

    • Ability to enter and view your own hours worked. 
  • Administrative Users (Including: Managers, Leads, Timekeepers, and Attendance Clerks)

    Absence 

    • Ability to review, update and approve hours worked.
    • Viewing your employees' current and future Vacation, Sick Leave, Personal Holiday, and other balances.
    • The absence process will run twice daily, and the monthly calendar will be closed on the 5th working day of the month, which means updated balances will be posted sooner.

    Temporary Academic Employment 

    • Decentralized employees will be entering lecturer appointments and will be utilizing the new Temporary Academic Employment workflow process within CHRS.

    Time and Labor 

    • Student employees managing their own hours worked using employee self-service, easing the burden on administrative staff.
    • Timekeepers and/or approvers to use manager self-service functionality to review and/or approve time.

    Data Impacts 

    • Email Address - Business email addresses (@csuchico.edu) will be stored in a new location in CHRS, rather than on the employee's profile. This is to ensure that important notifications still go to the correct business emaill. Business email will remain unchanged in other applications such as Account Center, Directory, Outlook, etc.
    • Chico State ID - All employees in CHRS will have a new systemwide CHRS Employee ID and new User ID (20 + Chico State ID) based on their current campus ID number in addition to their campus Chico State ID.
    • Position Management - All Position Numbers will be reassigned a new number at time of conversion.  Crosswalks listings will be available. 
  • Human Resources and Faculty Affairs Staff

    Absence 

    • Forecasting will be implemented for absence allowing employees to have a better idea of what their balance will look like in the future.
    • Comments for certain absence types are not required by the system as they are now; however, Chico State will still require comments for these types of absences (e.g. sick leave for family).
    • The absence process will run twice daily, and the monthly calendar will be closed on the 5th working day of the month, which means updated balances will be posted sooner.

    Benefits 

    • The look and feel between what one will experience in PeopleSoft and CHRS will have a vastly different look and feel, but employees will still be able to view the bulk of their benefit transactions online using CHRS Benefits self-service.
    • Benefits employees will experience changes to processing and have access to Administrative pages that will provide multiple pages (i.e. processing pages, reports, etc.) in one location.
    • The Chancellor's Office taking more control over various processes including enrollment data to Delta Dental, the State Controller's Office (SCO) and CalPERS Systems. 

    Data Impacts 

    • Email Address - Business email addresses (@csuchico.edu) will be stored in a new location in CHRS, rather than on the employee's profile. This is to ensure that important notifications still go to the correct business emaill. Business email will remain unchanged in other applications such as Account Center, Directory, Outlook, etc.
    • Chico State ID - All employees in CHRS will have a new systemwide CHRS Employee ID and new User ID (20 + Chico State ID) based on their current campus ID number in addition to their campus Chico State ID.

    Recruiting 

    • The full integration process (inbound and outbound) for CHRS Recruiting will be implemented  which will change how Human Resources and Faculty Affairs staff finalize appointments. 

    Temporary Academic Employment 

    • Built-in workflow and approvals in the Temporary Academic Employment module will help the flow of data from one unit to another and should reduce keying and time to finalize appointments/reappointments.

    Time and Labor 

    • Hourly and overtime reporting, both the earn and the take, are capable of entry via employee self-service

    Reporting

    • A query tool will still exist in CHRS, but those that already exist in PeopleSoft (and are currently being used) will need to be recreated in CHRS. If you have access to create private queries now, HRIS will help ensure similar levels of access are provided. 
    • No one on campus will have the ability to create or edit public queries but we can request that the Chancellor's Office create or edit them for us.
    • There will be some PS-HR delivered reports, but most reporting will occur in the new CHRS reporting solution built with Amazon’s QuickSight tool.

    Security 

    • HR Security Roles are expanding from approximately 30 roles in the current 9.0 system to approximately 280 roles in CHRS.

  • When is CHRS Happening?

    Campuses and Timelines - Campuses are grouped into sets called "Waves" for implementation of CHRS.  Our university is in Wave 3 along with Sacramento State and CSU San Bernardino. Wave 1 campuses are CSU Fullerton and CSU Stanislaus. Wave 2 campuses are CSU Channel Islands and Cal Maritime.  Waves 1 and 2 are currently targeted to go live in November 2023.

    Chico State has been selected for Wave 3 of implementation for CHRS. Wave 3 targeted go live is November 2024.  Below is the current timeline:

  • What is the difference between CHRS and CHRS Recruiting?
    • CHRS Recruiting is the first piece of the Common Human Resources System
    • Although CHRS Recruiting is built on a different platform (PageUp vs PeopleSoft), it is part of CHRS because it is common to all CSU campuses
    • CHRS Recruiting is one module, focused on attracting, hiring and onboarding new employees
    • The other workstreams in CHRS are focused on other HR tasks
    • CHRS Recruiting has already been implemented on our campus, and only effects those involved with recruiting or hiring
    • CHRS is a much larger implementation that will impact nearly all staff and faculty
