Pursuant to the California Vehicle Code and the California State University Systemwide policy, payment plans for multiple citations or individual citations totaling $200 or more are available.

Pay a Citation

Payment and appeals of parking citations is handled through Parking Management Bureau at pmbonline.org(opens in new window).

The recipient of a citation has 21 calendar days from the citation date to pay or appeal a citation (CVC40215). A reminder notice of delinquent parking violation will be mailed to the registered owner of the vehicle. There is an additional 14 calendar days from the date of the notice to pay or appeal the citation.

Failure to pay or appeal the citation by the 14th calendar day after the date of the reminder notice may result in the following actions:

  • Forfeit of all rights to an appeal of the citation
  • A late fee may be added to the cost (penalty) of the citation
  • A hold may be placed on the registered owner's vehicle registration with the Department of Motor Vehicles preventing registration renewal until all outstanding citation and late fees are paid in full
  • Multiple unpaid citations may result in the immobilization or towing and impounding of the vehicle at owners expense

Procedure for Appealing a Parking Citation

Pursuant to California Vehicle Code Section 40200.7 and 40215, each person receiving a parking citation is entitled to participate in a three-stage appeals process. There are no provisions under the law to conduct an administrative review or administrative hearing if statutory time limits for filing are not met. If the time frame is not met, all parking penalties and late fees must be paid.

Parking Citation Appeal Process

First Level Initial Review

A First Level Review must be done at pmbonline.org.  The appeal will be reviewed by a University Police Department employee and focuses on whether there was a clear error on the part of the issuing officer or whether exceptional circumstances existed.  Notification of the determination will be sent to the email provided on the appeal.

Administrative Review Hearing

If you are dissatisfied with the result of the First Level Review, you may request an Administrative Review Hearing. The request must be made no later than 21 calendar days following the date the First Level Review was made. The Administrative Review is conducted by a University Police Department Administrative Review Hearing Officer. The review can be conducted by mail, telephone, or in person. Prior to the Administrative Review Hearing, you will be required to deposit the full amount of the citation with Parking Management Bureau. This will be held until the decision of the Administrative Review Hearing Officer has been made. If the citation is found valid, the deposit will be used as payment of the parking citation. If the citation is dismissed, the deposit will be returned to you.

Failure to appear for the scheduled hearing as promised will result in the forfeiture of penalty posted. If you decide to forfeit the posted penalty in lieu of appearance, please notify the University Police Department at least two (2) days before your scheduled appearance. Judicial Review

A third-level Judicial Review may be requested to appeal the Administrative Hearing Officer’s decision. Requests must be made to:  North Butte County Superior Court, 655 Oleander Avenue, Chico, CA within 30 days of the decision being rendered by the Administrative Review Hearing Officer if the hearing was in person, or from the date of mailing of the decision if the hearing was by mail. You will be required to pay a filing fee which will be refunded to you if you prevail.
