Eligibility Requirements

Chico State Project Rebound supports current and future Chico State students who are or who have been incarcerated in a prison, jail, immigration detention center, or juvenile detention center. Below are additional eligibility criteria.

Current Chico State Student Eligibility Criteria

  • Be formerly incarcerated (on or off parole/probation) or currently incarcerated in a facility that allows you to attend Chico State. Students from in-person or distance learning programs are eligible.
  • Live in California
  • Have a financial aid application on file
  • Maintain satisfactory academic progress and complete at least 6 units each term
  • Attend bi-weekly Project Rebound meetings (meetings are hybrid -meaning you can attend in-person or on zoom)

Prospective Chico State Student Eligibility Criteria

  • Be currently incarcerated and have a desire to attend Chico State upon release, or be formerly incarcerated (on or off parole/probation) and have a desire to attend Chico State. Chico State in-person and distance learning programs are both eligible.
  • Live in California
  • Complete the Free Application for Federal Student Aid (FAFSA) https://studentaid.gov/h/apply-for-aid/fafsa
  • Complete the CSU Admission Application (CAL Apply) https://www.calstate.edu/apply
  • If you will be a first-time college student: Have a High School Diploma or GED
  • If you will be a transfer student: Have completed 60-semester or 90-quarter college units

If you are not ready to begin at Chico State, we will assist with obtaining any additional requirements to support you in your admission to Chico State. We offer mentoring and advising to help potential students come to college. As long as you meet the first two bullet points under the Potential Chico State Student Eligibility Criteria, we can help you gather your documents and/or complete the applications. If you don't yet meet the academic requirements for admission to Chico State, we can help you develop an academic plan to meet the requirements.

Getting Started

  • Submit a Chico State Project Rebound Interest Form
    • Submit the form if:
      • you are currently or formerly incarcerated and interested in coming to Chico State, either in-person or in one of our online degree programs.
      • you are already enrolled at Chico State but have not yet applied to join Chico State Project Rebound.
    • You can submit electronically or mail it to us. Contact us if you need a hardcopy mailed to you.
  • A Chico State Project Rebound staff person will contact you with next steps to get you enrolled in Chico State Project Rebound and/or enrolled at Chico State

Chico State Project Rebound uses the Berkeley Underground Scholars definition of "formerly incarcerated", which they define as “anyone who has been in a carceral setting and is now released. Prison, immigration detention centers, local jails, juvenile detention centers, etc. are included under this umbrella term”.
