Lecturer Faculty Entitlements

The information on this page is intended to summarize lecturer faculty appointments and entitlements. Please refer to article 12 of the California Faculty Association/CSU Collective Bargaining Agreement for more details. One Semester and One-Year Appointments

  • Following two semesters in the same academic year,* lecturer faculty who are offered employment to a similar assignment in the same department in the next academic year are entitled to receive a one-year appointment with a time base equal to or greater than the time base in the prior academic year, assuming work for which they are qualified is available (CBA 12.3).

    *According to CBA Appendix F, if a lecturer faculty member works in both the spring semester and a state-support summer semester and is appointed again in the next fall semester, the spring and summer semesters count as two consecutive semesters for purposes of entitlement to a one-year appointment.

  • Lecturer faculty with part-time one semester or one academic year entitlements have the right to “careful consideration” for reappointment. If there is no available work for which they are qualified to teach, they do not receive reappointment (CBA 12.4). If there is some available work for which they are qualified to teach but not enough to fulfill their time base entitlements, they may receive appointments for a lower time base per CBA 12.3 and 12.5 (referencing budget and enrollment considerations).

  • Lecturer faculty with full-time academic year appointments have the right to “careful consideration” for reappointment. If there is no available work for which they are qualified to teach, they do not receive subsequent appointments (CBA 12.5). If there is some available work for which they are qualified to teach but not enough for full-time, these lecturer faculty can be appointed to a time base below full-time. However, if a full-time academic year lecturer faculty member is given a subsequent full-time appointment, CBA 12.6 provides that an “unconditional” full-time appointment be issued for that academic year, but CBA 12.29.b.5 provides an exception to this rule and allows for a time base reduction in the spring semester if there is insufficient work for which the lecturer faculty member is qualified to support a full-time assignment.

 Three-Year Appointments

  • Lecturer and other temporary faculty employees (excluding coaches) who are employed in six consecutive academic years are entitled to appointment to three-year contracts when there is work available for which they are qualified, they have received a satisfactory evaluation in their sixth year, and there are no documented serious conduct problems (CBA 12.12). For purposes of entitlement to a three-year contract, the CBA requires one semester of work in each of six consecutive years in the same department (CBA 12.12.a). A state-support summer only appointment does not count toward the six consecutive academic years required for appointment to a three-year contract (CBA Appendix F).

  • Part-time and full-time lecturer faculty either beginning a new three-year appointment or entering a subsequent three-year contract are normally appointed at the time base of their sixth year prior to beginning a three-year contract or the third year of their previous three-year contract. If there is insufficient work available to fulfill those time bases, they can be appointed to lower time bases (CBA 12.3, 12.5, and 12.13).

  • The time bases of part-time lecturer faculty in the second or third years of their three-year contracts may be reduced if there is insufficient work for which they are qualified to teach. If their time bases are reduced in the second or third years of their contracts, they maintain their “contractual entitlement” throughout the duration of their three-year contract (CBA 12.12.e). If a part-time lecturer faculty member is offered additional work up to and including full-time, that lecturer’s entitlement during their contract is not increased and shall continue to be on a conditional basis for the duration of that contract (CBA 12.5).

  • Full-time lecturer faculty in the second or third years of their three-year contracts have unconditional appointments and are paid for 1.0 time bases throughout the duration of their three-year contracts even if there is not enough work available to meet their 1.0 time bases (CBA 12.6).

  • If no work is available to support initial or subsequent three-year appointments, those lecturer faculty have reemployment rights and shall be placed on a department recall list (CBA 38.48). They shall receive written notice informing them that no work is available and that they are being placed on the recall list for a period of three years (CBA 12.12.f and 38.48). Departments should use the Re-employment Rights for Three-Year Appointed Temporary Faculty Memo Template to notify lecturer faculty about their placement on the recall list. ** If there is insufficient work available to fulfill a full-time subsequent three-year appointment, the lecturer can be appointed to a lower time base. The new time base becomes their entitlement for all three years of the new appointment.

Additional Considerations

  • Having an entitlement does not mean that a lecturer faculty member has a right to be employed; entitlements only apply when a lecturer is offered work.

  • Per CBA Article 22.2 - Leaves of Absence Without Pay, entitlement is not accrued when replacing a temporary faculty who is out on leave.
