Lecturer Faculty Order of Assignment

The information on this page is intended to summarize the order of assignment for lecturer faculty found in Article 12.29 of the California Faculty Association/CSU Collective Bargaining Agreement. In the event that a department determines a need exists to assign new or additional work to lecturer faculty after the assignment needs of tenured and probationary faculty (including FERP, and PRTB faculty) have been satisfied, and after any work to be taught by administrators, teaching associates, other student employees, or volunteer faculty have been assigned, the work shall first be offered to qualified lecturer faculty in the department who have performed satisfactorily, in the following order:

  1. Offer work to lecturer faculty with full-time, three-year contracts.

  2. Offer work to continuing multi-year, full-time lecturer faculty.

  3. Offer work to lecturer faculty with part-time, three-year appointments up to their time base entitlements.

  4. Offer work to individuals whose names appear on the department recall list up to the time base entitlements of their most recent three-year appointments.

  5. Offer work to continuing multi-year, part-time lecturer faculty up to their time base entitlements.

  6. Offer work to visiting faculty.

  7. Give “careful consideration” to all other lecturer faculty who were employed in the prior academic year and have applied for subsequent employment. Lecturer faculty in this category may be offered work in any order, but if you appoint lecturer faculty members who have time base entitlements from the previous academic year, you need to fulfill their time base if work is available for which they are qualified. If lecturer faculty have no time base entitlements, you may appoint them at any time base.

  8. If work remains, offer it in the following order:
    1. To qualified part-time, three-year appointees up to and including full-time (unless a one-year appointee is objectively determined to be demonstrably better qualified).
    2. To qualified part-time, one-year appointees, up to and including full-time.
    3. To any other qualified candidates (including new employees).
For spring semester appointments, the order of assignment rules are the same as above except continuing one-year, full-time appointees and continuing one-year and multi-year, part-time appointees have preference above visiting faculty and the “careful consideration” group.

If appointed, those with time base entitlements (worked two consecutive semesters in the prior year) shall receive a 1-year appointment for the same time base as prior year (or a lower time base if less work is available). Additional Considerations

  • Summer work assignments are to be made pursuant to CBA Article 21, Summer Session. See State-Support Summer Session Appointments for more information.

  • According to CBA 12.5, the “conditions established at the time of appointment may relate to enrollment and budget considerations.” When offering a conditional contract, it is good practice for deans and chairs to note that the offer is conditional based on enrollment and budget considerations.

  • Normally lecturer faculty cannot be assigned more than 15 WTU in a semester, but CBA 12.29.d provides an exception and allows lecturer faculty to be assigned more than 15 WTU in a semester when it is necessary to meet their time base entitlements. For example, if a lecturer faculty member has a 1.0 time base and has already been assigned 12 WTU for the semester and the only remaining course for which they are qualified to teach is a 4 WTU course, that 4 WTU course can be assigned to the lecturer faculty member to fulfill their time base entitlement. In such a situation, the excess 1 WTU is either compensated as an overload under CBA 36.5(d) or, by mutual agreement, the lecturer faculty member can receive a commensurate workload reduction in a subsequent academic term.

  • If lecturer faculty teach the first three class meetings of the semester, they are to be paid for the remainder of the semester or provided alternate work assignments. CBA 12.5 states that “[i]f a class is canceled prior to the third class meeting, the [lecturer] shall be paid for the portion of the academic term worked prior to the cancellation. If the class is canceled after the third class meeting, the [lecturer] shall either be paid for the remaining portion of the class assignment or provided an alternate work assignment."
